Doesn't sales tax burden the poor?

one point hear when there discussion raising sales taxes (or flattening income tax), disproportionately burdens poor more wealthy. so, why on earth maryland considering raising sales tax? wouldn't make more sense cut spending , find more reasonable sources of revenue? i'm not 1 gambling, , think slots lead increased gambling , place resource burdens on state. but, if slots installed @ racetrack, not change anything? mean, people think going on @ track - petting zoo? instead doomed hear evils of slots while propping , supporting historic, struggling, racing industry plunge further depths of fiscal irresponsibility.

suppose may issue of youaren't going care (since aren't in dc area), concept boggles mind. 2 years ago, state had $1b surplus. now, facing $1.5b deficit , receive lesser services did before. wtf?

don't me started on tuition - raising tuition 5% , claiming want ot people go college? may whom state funds, squat burgeoning student debt levels...

obviously complex start thread - lots of issues, not tax policy. on title thread..i prefer sales tax way of leveling playing field - have never been fan of income redistribution. it's real easy sales taxes way out of control.
