XP only recognizes 2 of the 4GB of memory

installed xp on mac pro features 4 sticks of 1gb memory. xp recognizes 2 of 4 sticks. solution?
 

i'm sure has been discussed multiple times.

32-bit xp can address 4gb virtual space, of reserved kernel. default see 2gb can extended 3gb. see this article details.
