Frameworks for CMS (and more)?

background:

"inherited" "home made" php/mysql based cms couple of years ago, , of work since has been maintaining , further developing small local company. now, fun has been, it's getting more , more frustrating, not whenever need add features, lots , lots of features, in day-to-day maintenance of different versions (there's not 2 sites remotely running same "version"** across several different servers @ different web hotels, periodically breaks parts of system through system updates, , had serious security breach on our main web hotel).

today got "my own" web server (apache/2.2.3 (debian) php/5.2.0-8+etch7), , we'll migrating customers on when i've tried out bit.

1 of things i'm interested in doing on next couple of months re-make cms: more reliable, safer, more expandable, etc. , i've been advised few different people should , possibly choose myself framework, instead of hand coding everything. so...

what framework choose?

i'm looking stable, open source (or affordable), secure , configurable , expandable. (in short: want all! ;))

i've been barely peeking @ couple of php frameworks: codeigniter, cakephp , symphony, i'm equally intrigued python framework django. i've been wanting excuse python long, long time... @ point i'm not interested in going ruby on rails or java, if meats other requirements i'm willing listen everybody.

** i'm using term loosely, doesn't have version system... doesn't have system @ all, after i've been messing more 2 years... :p

what functional requirements?
