repeat-y not working in my design

hi, have style set layer goes this:

don't understand why little 5px 1px background image not
extend way down bottom of layer. in every layer i
have style set to, goes down 300px or so, stops.
want extend way down layer on left-hand side.
have tried bergundy line going down side creating a
5px left border, that, goes down 300px. i've checked this
in both safari , firefox , same thing happening in both.

1 know i'm doing wrong.


want: layer of text 5 px bergundy line next it
on left (padding of 5 px between line , text).
